Solihull Metropolitan Borough Council has implemented its Livelink ECM Electronic Document and Records Management (EDRM) solution. The Council employs well over 8,000 people and provides over 200,000 residents with a comprehensive portfolio of public services, everything from education to refuse collection.

As of 2003, Solihull Council was still reliant on manual document filing systems, which increasingly ate into valuable office space. Storage and retrieval was the remit of filing clerks, which meant the steadily increasing volume of revenue claims and general enquiries were taking longer and longer to be processed. Staff spent more time searching for documents and files than actually processing them.

Kevin Smitten, Head of Information Management for Solihull commented, “We quite simply needed to improve our customer services and also look at better ways to deliver them whilst saving the taxpayer’s money. We wanted to use the savings to reinvest in transforming the Council and in the regeneration of the more depleted areas of the borough.”

Solihull looked at a number of solutions, and after an exhaustive evaluation exercise, narrowed the field of candidates to just one, Open Text Livelink ECM eDocs R/KYV.

Kevin concluded, “My experience working with Open Text has been very positive and I have confidence that in time the overall rollout will be a success. The solution has delivered real benefits on time and on budget and there are very few projects you can say that about.”
